Our Directorates

Gwalia is made up of 6 areas or 'directorates' which are led by the Chief Executive of Grŵp Gwalia Cyf - Michael Williams
Governance and Legal Services is headed up by Executive Director - Karen Oliver and she has responsibility for all matters relating to governance, audit, commissioning compliance, data and personal protection, criminal record checks, health and safety as well the provision of legal services.
Business Management is headed by Executive Director - Tracey Healey and incorporates all of the central management functions including procurement, supply ordering, Human Resources, office management and communications with tenants and the public. The directorate is also responsible for the Housing Trust, Gwalia's charitable arm and works towards the development, growth and role of the Trust and the Gwalia Welfare Fund within the group as a whole.
Finance and Information Technology is led by Executive Director - Hugh Jones and deals with all areas of financial control, including the Group's financial performance, treasury management and business planning, together with the management of computer and telephonic equipment and the development and updating of computer software.
Housing and Community Welfare is managed by Executive Director - Lesley Penn who is responsible for the management of social housing including leasehold for the elderly, shared ownership, market rented property and sheltered accommodation. She also looks after the management and letting of Gwalia's student accommodation as well as the development of community and tenant related schemes with the aim of improving the social, employment and economic welfare of tenants especially the long term unemployed. To achieve all this, the directorate works with the other areas of the Group, including Gwalia Care and Support as well as with government and voluntary agencies to develop such services.
Social Care and Supporting People is headed up by Executive Director - Richard Davies and is the part of the group that specialises directly in the provision of person centred care and support services for people of all ages throughout Wales. The focus of Gwalia Care & Support’s mission is to “provide support and care for people, both where they live and in their communities to enable them to be more independent, empowered and included”. Alongside its core role, it takes the lead within Gwalia for the delivery of social enterprises, learning and training opportunities for Gwalia's staff and other organisations.
Property Development and Management is led by Executive Director - Stuart Davies who is responsible for Gwalia's long-term interest in the creation of sustainable, attractive and vibrant places for people to live, work, learn and play. This area also formulates strategies and policies in respect of the development of new social and student housing, commercial and community properties, and nursing homes as well as managing the development and maintenance services for all Gwalia properties, commercial, student and social housing. The directorate is responsible for ensuring effective performance monitoring systems are operated to ensure compliance with statute, regulation, corporate objectives and best practice.
